Higher education aims to educate the nation's life and human civilization. In the sense that universities have the task and function of developing knowledge beneficial to society and humanity. It should be underlined that what needs to be educated is life, not the human brain because to educate the brain; it is enough to have an Intelligence Quotient (IQ) or Emotional Quotient (EQ) but to educate life - apart from IQ and EQ- spiritual intelligence is also needed. Therefore, we need to develop both our physical and spiritual together following the purpose of human life, namely public benefit. This message was stated by the Coordinating Minister for Political, Legal and Security Affairs, Prof. Dr. H. Mohammad Mahfud MD, S.H., S.U., M.I.P., in the studium generale for UNY lecturers and students at the Auditorium, Wednesday, January 26, 2022.

"Indonesian values ​​must be a global value through world-class universities," he said. According to him, a world-class university will always be a reference for universities and other nations because it has advantages in science and technology supported by accuracy, novelty, and usefulness. Therefore, world-class universities are in great demand because many valuable scientific works or technological discoveries exist.

To be a world-class university, UNY needs to strengthen the academic climate consisting of academic norms and culture/traditions. Academic norms include credits, taking courses, and everything related to the learning process. At the same time, academic culture supports the learning process by visiting the library, holding seminars, writing, scientific interaction forums, many more.

Meanwhile, UGM Finance Director Syaiful Ali, MIS., Ph.D,.Ak,.CA explained that there are three levels of State University autonomy, namely work units, public service agencies, and legal entities. Legal Entity State Universities or PTN-BH are universities established by the government with the status as an autonomous public legal entity with authority to determine the direction of the implementation of higher education in implementing the tridharma of higher education. "The impact after becoming a PTN BH includes expanding autonomy, improving administration, financial management, and being more independent," said Syaiful Ali.

UNY Rector, Prof. Dr. Sumaryanto, M.Kes, said the studium generale was attended offline by 107 people and more than 2500 people online. The Rector invited to improve the academic culture at UNY to welcome Legal Entity Universities (PTN BH) through the explanations of the two speakers. The change from UNY as a public service agency to a legal entity has consequences for academic climate and university management changes, both structurally and culturally. "The structure is mainly about changing institutions that are leaner, more agile, and flexible through an effective and efficient academic process," said Sumaryanto. UNY will obtain professional human resource development and management flexibility as a legal entity.
